Guide: Downloading and Using Windows 11 QCOW2 Images

A QCOW2 (QEMU Copy On Write version 2) file is a disk image format used by QEMU and KVM virtualization software (such as Proxmox VE, virt-manager, or GNOME Boxes). Because Microsoft does not officially distribute Windows in QCOW2 format, you have two options: converting an official ISO or downloading a pre-converted community image.

  1. Download the ISO: Get the official Windows 11 ISO from Microsoft's Software Download page.
  2. Create a QCOW2 Disk File: Open your terminal and run the following command to create a virtual hard drive (e.g., 60GB size):
    qemu-img create -f qcow2 win11-vm.qcow2 60G
    
  3. Install Windows: Launch your virtual machine software (like Virt-Manager) and select the Windows 11 ISO as the boot media. When asked for the storage disk, select the win11-vm.qcow2 file you created.
  4. Install Drivers (VirtIO): During the installation, Windows may not see the virtual hard drive. You will likely need to load VirtIO drivers (specifically viostor) during the "Where do you want to install Windows?" screen. These drivers are available in the virtio-win ISO provided by Fedora.

Bypassing Checks: If your environment doesn't support TPM, you can bypass these checks during installation by pressing Shift + F10 and modifying the registry (LabConfig). Guide: Downloading and Using Windows 11 QCOW2 Images

If you have a Windows 11 VHDX (e.g., from a Dev Environment), use the qemu-img utility: Download the ISO: Get the official Windows 11

Microsoft does not provide an official Windows 11 download in the .qcow2 format.

Using virt-manager (GUI)

  1. Click File > New Virtual Machine.
  2. Select Import existing disk image.
  3. Browse to your win11.qcow2 file.
  4. Choose Operating System: Microsoft Windows 11.
  5. Set Memory (≥ 4GB) and CPUs (≥ 2 cores).
  6. Critical: Before booting, go to VM details → Add Hardware → Storage → Select the VirtIO driver ISO.
  7. Boot up. If the disk isn’t detected, load the viostor driver from the ISO.
