Category B: Minor traveling without a parent – DSWD required.
- Accompanied by a non-parent relative (grandparent, aunt, uncle, sibling over 18): The DSWD clearance is mandatory.
- Accompanied by a non-relative (family friend, yaya): Strict DSWD clearance required, plus special power of attorney.
- Traveling alone (UM – Unaccompanied Minor): DSWD clearance is mandatory.
