Tools like Cemu’s built-in Title Manager and Wii U USB Helper Installer (a legacy tool) have attempted to streamline the process by decrypting games on your hard drive permanently. - Cemu can also just use the extracted key placed in
keys.txtalongside encrypted.wudfiles.
